The purpose of the statement is to inform the publisher and journal editors of the prior license to the accepted manuscript. We would therefore still strongly recommend that authors include a statement, even when submitting to a fully open access journal, even though we would expect to not need to make the Author Accepted Manuscript open access where the published Version of Record will be.
